"CBO Names New Panel of Economic Advisers
The Congressional Budget Office announced the members of its panel of economic advisers for 2009 and 2010, and the list contains some new and familiar names.
The CBO is the nonpartisan agency that examines legislative initiatives that affect the budget. The panel of economic advisers meets two times a year. It reviews and comments on CBO’s preliminary forecasts of the economy.
The panel is composed of some of CBO’s previous directors and other economists. There are 21 members, seven of whom weren’t on the previous panel. Among the returning economists are former Fed Vice Chairman Alice Rivlin and Rudolph Penner, who were the first and second directors of the agency, respectively. The current president of the recession-dating National Bureau of Economic Research, James Poterba, and his predecessor, Martin Feldstein, also are returning from the previous panel.
Returning to the panel following an absence while he worked on John McCain’s presidential campaign is Douglas Holtz-Eakin, who was CBO director from 2003-2005. Simon Johnson — the former IMF chief economist, outspoken bailout critic and occasional Real Time Economics contributor — also is among the new members of the panel. He joins Jan Hatzius, the chief U.S. economist for Goldman Sachs who was the most accurate forecaster last year in the ranking of participants in Journal’s economic survey. Richard Berner of Morgan Stanley, who came in third in the Journal’s rankings, is a returning member of the panel.
Rounding out the new members are Henry J. Aaron of the Brookings Institution, an expert on health-care; Anil Kashyap of the University of Chicago’s Booth School of Business, who focuses on finance and is an expert on the crisis in Japan; Kristin J. Forbes of MIT’s Sloan School of Management, who studies international finance; and Columbia University’s Stephen P. Zeldes, whose research has focused on entitlement programs.
Composed of some of CBO's previous directors and eminent economists who serve two-year terms, CBO's panel of advisers meets twice a year. The panel reviews and comments on CBO's preliminary forecasts of the economy and provides advice to further the reliability, professional quality, and transparency of CBO's work. In addition, the agency has a Panel of Health Advisers.
